# Constitut

> Constitut is an independent ranking protocol for consulting firms. Positions are
> computed by code from public, archived evidence under a published rule set — not
> chosen by editors. It ranks upward only: inclusion is recognition, and absence from
> a table is the only negative signal.

Constitut publishes quarterly rankings of consulting firms by category, geography, and
tier. Every scored fact carries a public source and a web-archive copy; a firm with too
little public evidence is not listed. The scoring is deterministic — the same inputs
always produce the same published tables, and this is checked on every build.

Rankings, rules, evidence, the registry, and corrections are plain-text files in a
public Git repository. No runtime database is the source of truth. The data is free to
reuse under Creative Commons Attribution (CC BY 4.0).

Humans touch the system in exactly two ways, both decided by an anonymous committee
based in Switzerland that meets twice a month, on the 14th and the 28th (with machine
triage two days before each): it reviews **objections** to published records, and it
decides **nominations** of companies to a category register. It never sets a rank or
score by hand.

## How a position is computed

A firm's score is the confidence-weighted result of six parameters (research rigor,
credibility & public record, domain expertise, client-outcome signals, delivery capacity
& continuity, accessibility & transparency), with tier-specific weights that sum to 100
and a confidence multiplier set by how much archived evidence stands behind the firm.
Research and drafting of evidence involve judgment; the computation of scores and

  and the 28th, at most about two weeks away. Nomination proposes a candidate; it never sets
  a position.
- **How do I dispute a record?** File an objection at https://constitut.com/objections/
  with a public source. Every objection and its resolution is published.
- **Are the rankings trustworthy?** They are reproducible: anyone can clone the repository
  and recompute the same tables. Award certificates are signed (Ed25519) and verify
  offline against a committed public key.
- **Does inclusion cost money?** No. There are no fees and no paid placement.
